Does multiplying a measured value, with it's associated uncertainty, by a constant affect the uncertainty? I know that multiplying two measured values with their respective uncertainties requires finding the % uncertainty... But what about just dividing or multiplying by a scalar?

A scalar is exact, so it doesn't affect uncertainty.
