If c is the number of computers, then the amount of money he makes for that number of computers is 599c.  The amount of money has to be more than $15000 so 599c>15000 to qualify.
To find the minimum number solve this inequality, but don't forget you have to have an integer number of computers.  This means c>15000/599  -> c>25.0417  BUT you can't have 0.417 of a computer so he has to sell 26 computers.
