yes he is right .....and the right choice is "less than 3" ....because interestingly, the equivalent resistance in a parallel combition of resistances is less than the least component resistance that is present in the parallel combination.

Yes, if you add up 1/3 + 1/6 + 1/6 you get 2/3 If you invert this you get 3/2 which is <3
