Relative to the ocean floor, a fish is moving at 3.6 m/s and a heading of 51 degrees. The currents near the fish move between 1.7 and 2.2 m/s at a heading of 12 degrees. What is the slowest continuous speed the fish could swim during the observation period?

I'm not sure. The problem also says, "What is its heading relative to the ocean currents at this speed?" So I imagine it would change.
