What does a tilde symbol (~) usually mean at the beginning of a section of a web address?

I'm not totally sure what this has to do with math, but it usually indicates that the web page is on a particular user's section of a larger webserver. For instance, my subdomain on my school's website is prefaced by ~amarti64.
