I think you can reference a website by providing the full URL and the date, to the day, that you sourced the material. I'm not certain of the correct format, it probably depends on who's reviewing your work, but I'm pretty sure that's how it's normally done.
While there is quite a ton of information on the web site, there are a lot of numbers, percentages, etc. that are posted on the page that have no source. I would say that the site is not viable as a resource because the numbers could just be pulled out of the air by the site's author. A site that has its figures cited by a medical journal, or something similar, provides you with more proven information. I am not sure where Drea found Oct 2005 on the page, but at the bottom there is a copyright range of dates for the site, but not the article.
