What is the theme and some examples of the theme in the story " Thank You Ma'am by Langston Hughes?

As the story opens, a young man seemingly in his mid-teens, attempts to steal the purse of a woman out walking.   He does not succeed in getting her purse but maybe (we do not know and that is part of the power of the story) he gets something much more valuable. 
The story tells us to not to mistreat the children who due to their sufferings are compelled to steal and commit other little crimes, instead we deal them softly and we must make them understand not to commit such bad deeds.
