9x-15 = 4x --> 9x-4x = 15 --> 5x = 15 --> x = 3 --> x is length

The question is a little ambiguous but I think it means that the side length is decreased by 15, not that 9 times the side length is decreased by 15.  If that is the case then:

4x=9(x-15)
4x=9x-135
x=27

I agree with jay123's equation formulation, 9x-15 = 4x where x is the square's side length.
x = 3 and the perimeter = 4*3 = 12
