x=4 indicates its a line for which x=4 for all values of y
for example .....4(-2),(4,-1),(4,0),(4,1),(4,2).... are points on the line x=4
since the other line whose equation we need to find is parallel to x=4,
it will have same values of x co-ordinates for all values of y
the line passes through point (5,-2)
that means its x co-ordinate is 5
so the required equation is x=5
