Wait, that's wrong. It has to be the perfect square since the x-ints (the roots of the equation) are rational. Answer is B.
Answer B under the assumption that the coefficients are rational.
\[y=(x+7)(x+3)=x^2+10x+21\] \[discrimnant=b^2-4ac=(10)^2-4(1)(21)=100-84=16\]
