It's called the Cardinal Movements of Labor and refers to changes in position of the fetal head as it passes through the birth canal.

There are 7 movements total :

Engagement 
Descent
Flexion
Internal Rotation
Extension
External Rotation
Expulsion

Why do neonates flex their facial muscles during their sleep? Smile one moment, and Frown 3 seconds later... etc.?

Most children go through the cardinal movements.  For example, a baby born breech (buttocks first) does not go through the movements.
