How do the not-for-profit organizations set their goal?

Its more goal driven (mission oriented) then profit driven...so a short term goal can be drawn out based on "Current Resources" and previous experience, which then can be spanned out for a longer term...and hence a bottom-top driven approach, as compared to vice-versa in case of private firms.
