Make a point on the y-intercept of -1 since in the equation "b" is -1. Then go up 2 units and from there, 3 units to the right as your slope is 2/3. Keep going 2 units up and 3 units to the right till you make a long enough line.

ohh wait a minute... its -2/3

when x = 0 y = -1 gives you one point when y = 0 x = 3/2 plot these two points and your line goes through them

So then you'll go -2 units down and 3 units to the right.. from the orignal y intercept of -1
