rational for sure.  i assume you mean the 6's repeat. if not it is certainly rational, and if so it is also rational because any repeating decimal is rational

put 
$$x=2.166666...$$
$$10x=21.6666...$$ subtract and get 
$$10x-x=19.5$$
\]9x=19.5\]
$$x=\frac{19.5}{9}=\frac{195}{90}=\frac{13}{6}$$ so you your number is 
$$-\frac{13}{6}$$ you can check this is right with a caclulator.
