Do all atoms have a neutral charge AND have ions aswell? For example, Oxygen ion is +2, does oxygen with no charge exist? Thanks :)

Yes. Oxygen can have a negative, positive or neutral charge. All atoms have a neutral form, but not all may form ions (for example, noble gases).
