You must be a professsional or otherwise have capital to hire one. Client Supporrt is really needed and a place to work or a really responsible employee from home.

It depends on idea/team/funding.
Assuming that you are asking this to build a start-up, the following 3 priorities will give you a way.
1. From a great pool of ideas, the trick is just choose one. Write a business plan.
2. Group like-minded developers and make them understand your idea and plan the development cycle.
3. Build prototypes if possible. Network with similar groups, present your business plan and then approach the angel fund.

Once the above is accomplished, then think about incorporation, IP rights, building teams, etc...
