On the heels of the Coercive Acts, Parliament passed the Quebec Act, a well-intentioned measure designed to afford greater rights to the French inhabitants of Canada, which had come under British rule through the Treaty of Paris in 1763. In the succeeding years, British efforts to incorporate Quebec into the empire had been a notable failure.

Quebec was a French Colony of 60 000 Frenchmen that was being ruled by 3-4 thousand Englishman. In attempt to gain their loyalty the British proposed a law that would guarantee French Language rights and protect the roman catholic religion. It also proposed that Quebec's territory would stretch from the present day Quebec, down the Mississippi river to New Orleans, which effectively would stop any westward expansion by the 13 American Colonies
