Quebec was a French Colony of 60 000 Frenchmen that was being ruled by 3-4 thousand Englishman. In attempt to gain their loyalty the British proposed a law that would guarantee French Language rights and protect the roman catholic religion. It also proposed that Quebec's territory would stretch from the present day Quebec, down the Mississippi river to New Orleans, which effectively would stop any westward expansion by the 13 American Colonies
