can the first blank be "cell wall" ?
Cell wall does help give structure, but it is not filled with water. It encases the cell. When the central vacuole of a plant cell loses water, there is not enough pressure to keep the cell in the correct 3 dimensional shape and this is represented in the entire plant by wilting.
