He means that it has been changed/modified/updated 10 times so far. You should always pick the latest one, unless you want to use deprecated methods/techniques.

its actually a very nice book and its got all the topics that you want.

Although not a book, Khan Academy ( http://www.youtube.com/user/khanacademy) offers quite a few videos on python programming.
