Why does sodium bicarbonate not turn pink with phenolphthalein?

Because bicarbonate (HCO3-) is the conjugate base of a weak acid and will act as a buffer to maintain an equilibrium. Additionally, it is still considered an acid ( although very weak) and as such it will not mak the solution more basic.
