ok 4x+5y=20 and we want y as a function of x, so solve for y: -4x -4x ---------- 5y=20-4x=-4x+20 divide both sides by 5: y=-(4/5)x+20/5=(-4/5)x+4=mx+b where b is the y-int so they want you to graph y=4 since that doesn't depend on x, y=4 everywhere; it's a horizontal line at y=4, so that's what you graph.
