so 2ft at the beginning, so 2 is the y-intercept aded at a RATE of 0.4 of a foot per hour, slope is 0.4 now plug everything into slope-intercept form

Yes it is! Normally, the notation has the y on the left and the other stuff on the right, but it's still correct.
