Depending on the humidity of the air and its temperature, Thundersnow can occur when the conditions are right. Such case involves moist warm air in the formation of a cloud and cool air immediately below the cloud. You can think that the snow precipitates from the cloud first as rain but when it reaches the cold layer of air it becomes snow. Its sort of a thunderstorm sitting on top of a cold layer of air. The reason why there is no thunder during winter usually is because of the level of humidity is not enough to allow electricity to travel through air.
