potential is defined only in conservative fields. EMF is a potential difference, and yet we talk of an 'induced EMF' in a NON-conservative tangential electric field generated by a magnetic field changing in time. how is this justified?

EMF or electro motive force which is generated inside a battery is a chemical energy which helps 2 move electrons from lower potential to a higher potential. Imagine a battery ends to act similar to that of parallel plate capacitor which is inturn connected to a circiut. when switch is on charge gets accumilalated on one side of the plate (WORKING OF A CAPACITOR), here the EMF drags electrons from lower potential to a higher potential to enable complete flow of current in circuit.
