For the first question the answer is: The change is that the permeable membrane allows all molecules to pass to the other side of the cell but since the main membrane is still active dissolved solute cannot pass outside the whole entire cell. The answer for the second question: Water molecules can move across the membrane because any type of water can pass through a permeable membrane
