as far as I know: this the formula
0<a<10 , where a is most significant figure, in first one for example 2.3, 2nd one 1.2, etc.
then its: a x 10^n (in your case since these are negative numbers it will be -n)
example: No.2 would be 1.23 x 10^-10
but I'm open to correction from higher powers (not a pun!)
