depends where the ammeter is placed. if it was measuring between + and -, the current would increase due to a decrease in resistance
OpenStudy (radar):
It will measure the current in the shorted circuit provided it is within the range of the ammeter. If the power source has unlimited capacity, producing unlimited current, the ammeter will act as a fuse, burning itself open.
