So the answer is 11.6% but can someone PLEASE explain to me HOW they got this answer?

Since 10% switched from oil to wood, you would do the following: (0.36)(0.10)=0.036=3.6%.  This means that 3.6% switched from oil to wood.  Wood therefore is 8%+3.6%=11.6%.
