Give explaination only: How many positive integers less than 1,000 do NOT have a 7 as any digit?

i guess that would be \[9\times 9\times 9\] since you are not allowed a 7 in any spot, leaving 9 possible digits

but its all the numbers under 1,000. and in the test i dont get much time...so what is a quick way to do this problem. What is the explaination for it?
