how would you quote a text , that was quoting another text, like if your reading a study and then the author is like according to the 2008 report on hydration women need 2.8L of water a day

Here is an example: "He was 'good at everything he tried,' and his children looked up to him." If you are ending the sentence with the inside quote, it would be like this, even though it looks funny: "He was 'good at everything he tried.'"

You might have to go back to the original study and quote from that author. Usually you could find that in the bibliography of the first author who was quoting the study.
