First of all, people dont like extremely big changes in design. Some week ago, www.kongregate.com re-disigned its website and most of the people didnt liked it. So, i recommend no massive changes, or little massive changes. 

Watch at colors: Remember that there are studies that colors affect the way of being of the people. 

What to do to know if it is good designed?

Talk with your friends, share the website with others if it isnt official yet. Make surveys to ask if they want the new design. Check for bugs and that all link are ok. Before officially putting the new design, be a week or two in beta design in which you and some other persons 15-30 will check that everything works correctly

Invest in good aesthetic design that does not need to be changed. Branding is one of the most powerful marketing tools you can have and you have no brand if you lack consistency in appearance.
However, functional design may be changed frequently. Pay attention to your audience, and use tools like Google Analytics to quantitatively understand them. Do you have a high bounce rate on your home page? Maybe consider re-organizing the page, and prioritizing the information you present. Does 30% of your traffic come from mobile devices? You should probably build a mobile-friendly version of your website. 
Stay up to date. If your company specializes in a market, show your audience that you know the past, present, and future of the industry. This is can and is commonly done with a blog.
Lastly, look at your competitors. What do you like about their websites, and what don't you like? You should always be on the search for new ideas and inspiration for new ideas. Don't copy your competitors, but identify desirable traits and apply them to your business.
