Why s a constituional democrasy, more than anyother form of government, dependent upon an informed, enlightened, and responsible citizenry?

that would be because the citizens in a democracy are technically the ones ruling. Democracy means rule by the many--as opposed to aristocracy, rule by the few. an uniformed, unenlightened citizenry in a democracy is open to demagoguery--which is when the people are acting on irrational emotions in order to make important political decisions. This is more dangerous is a true or direct democracy, where the people are voting on most decisions pertaining to the direction of their nation, as was ancient Athens leading up to the Peloponnesian War; when Cleon, through his oratory ability to rile up the people, was able to slowly erode the democratic ideal away from the Athenian state.
To sum things up, you could say this: It is important for those making important decisions to be as informed and enlightened as possible when making those decisions; and in a democracy, it is the citizens making these decisions--or in the case of most modern democracies, indirectly making the decisions by electing representatives. Therefore, it is especially important in a democracy to have an informed and enlightened citizenry.
