"Surely machines cannot be intelligent - they can only do what their programmers tell them to do." Is the latter statement true, and does it imply the former?

yes i agree with that mechines r not intelligent ,but we are crationg programs like c++ in such a way that its "seems " like it has inteligence eg like if type wrong password or pin for your account ,it will deny ,hence we say their programmed to think like "a man".

The second part is true. But it does not imply the first part. What if a programmer tells a machine to be intelligent? Another question is could a programmer tell a machine to be more intelligent than the programmer?
