sounds like confidence interval
\[n=\frac{(z\sigma)^2}{E^2}\] this looks familiar to me
so the Error would be: \[E=\frac{z_a\sigma}{\sqrt{n}}\] maybe
and of course z corresonds to the test statisitic of 99%; meansing we got 1/2% in each tail
