clouds form if you have air that contains vapour AND IMPORTANT dust. the temperature also plays a role since it has to be so cold that water can be liquid or even frozen. no you have cold air with dust and vapour. the dust catalyses the condensation of the vapour, so you get small water drops or depending on the temperature small ice grains. since those drops break the incoming sunlight and reflect it (caused by the difference in the breaking number to vapour), you are able to see the cloud as a white thing.
