skin pigmentation comes from melanocyte that release a dark pigment called melanin. the concentration of the pigment release is based on genetics

The colour of the skin is due to a chemical called melanin. The people living in the more hot regions of the world are more exposed to sun rays and this affects the melanin so they have a dark skin.
