Two sets A and B are equal if A = B. I know if A = {1, 3} and B = {1, 3} they are equal, but if A = {1, 1, 3} and B = {1, 3}, are they still equal? (Basically, do we care about repeated elements?)

They are the same, you do not mention repeated elements into sets. The last A you wrote is identical to the first one, which is more correct to write.
