if you are asking how can you tell if a decimal is a perfect square, like .25 becomes .5, where .5 has a square root of 0.70710768..., I would convert it to a fraction. .25 = 25/100 = 5/20 = 1/4 and then see if the numerator and denominator are both perfect squares. 1/4 yup, they are!
