what do you mean by scientific explanation?

i have written about the pattern but i need to write a scientific explanation i will say what i have written so far- Sometime the smoke alarm is fitted but not working this would explain the fluctuating of the bar chart. Both of the data shows a correlation as the number of smoke alarms were fitted, the number of deaths in dwelling decreased. There may be a reason to why there is a fluctuation- smoke detector may have been faulty or no early detection occurred.

Maybe it was the source, the ONS detectors brought a great increase in usage until the NCFSC ones were used, then fluctuation occured

I am not hundred percent what fluctuation you are referring to, since your data shows a nearly lograthimic increase which is actually expected if you take into consideration techinological advances and decreased prices. As for your fluctuations, you can expect a 10% statistical deviation on any purely statistical analysis method. This could explain your decreases during the years 1992,1996, 1999, and 2003. However it should also be pointed out that the data in 1991, 1996, and 2003 excluded wales, which would explain a decrease as well. Also, did you create the histrogram? You need a label for the red portion. I am assuming that is the decrease from expected value, but I am not 100% what is meant with that.
