Two sets of chromosomes must be available before mitosis so that each of the two daughter cells will have an entire set of chromosomes

what would happen if s-phase did not occur before mitosis?

If the S phase didn't happen before mitosis, the cells wouldn't have a complete set of DNA, so every time the cell divided the DNA would be divided in half, rather than remain the same, so cells would become non-functioning after one division.
