How to figure out if a question requires the use of permutations or combinations?

OpenStudy (anonymous):

If order matters, permutations are required. Also, if the objects are distinguishable, then permutations are required. Example: choosing distinguishable people of a group, two at a time. Combinations example: the lotteries out there, numbers are drawn, but order doesn't matter. Hope that helped.
