Just joined this group. I think there is a lot of disruption happening in India on the policy side, connected devices and overall infrastructure. It is early days though!

In Andalusia (Spain) there is a great initiative that started in 2003. All public schools have IT infraestructure and Open Source software inside their computers (4.000 schools). USA is leading in my view. Sites like Coursera, MIT UCW etcetera are all work of some creative Americans.
