point of compass at point, extend pencil past line and draw arc that intersects the given line in two points

then place compass at one of those intersection points and start pencil at given point and draw a large arc. Do the same from other intercept. Those two new arcs will intersect at two points. Connect those points with a straight line and that line will be perpendicular to the given line and pass through the given point. Q.E.F.

That method cheats a little since Euclid's postulates state that you can only create a radius for your compass by using the endpoints of a line segment that already exist, but their other other postulates that you can assume were previously accepted and proceed without proof.

perpendicularity requires two objects, two lines can be perpendicular to each other meaning the angle between them is a right angle
