The Republic of Venice was an oligarchy ruled by the merchant class of the city.  The merchant families selected the Doge who was the administrator of the the Republic, but the merchant family through their representatives controlled the Republic.

Russia today is an oligarchy.  Originally the oligarchy was of the rich owners of the post-communist economic ventures.  Today, Putin is attempting to replace that oligarchy with an oligarchy made up of the national security apparatus.  The government is increasingly controlled by former KGB officers and by officers serving in the successors to the KGB.
