Which reformers do you mean? In general, reform requires a large portion of a given population to be dissatisfied with the current regime; so, it follows that members of different social groups would be interested (unless there's a huge lower class or some such).
During the Reformations and the Religious Wars (1500-1600)
Europe was moving out of a feudal system where everyone's place in society was cast in stone. People wanted more freedom, and religious practises began to reflect this.
