Since we don't know the number, you should make up a variable name or letter for it. As hoblos used "x", that sounds mighty fine. Now, the number is x. The problem says when x is decreased by -3 is equals -40. So, the equation hoblos wrote is the way to write and then solve for x by bringing all constants to one side as hoblos did.
