I'd say transparancy, if the water wasn't transparent the plants wouldn't be able to perform photosynthesis - no photosynthesis, no glucose, no glucose, no respiration, no respiration, no plants.

i agree with panumguy. transparency is most important - although: oxygen solubility is a valid answer, it's critically important to all plants.

Either transparency or Oxygen solubility, but certainly not surface tension.
