speed is how fast; velocity is speed in a given direction
a tethered ball can have constant speed, and its velocity is changing; a change in velocity is known as acceleration

speed is independant of velocity; but velocity relies on speed 500 mph is speed; 500 mph to the north is velocity if im reading it right

I would answer it like this; but im no expert at it :) If the instantaneous speed of an object remains constant, can its instantaneous velocity change? Yes. If the instantaneous velocity of an object remains constant, can its instantaneous speed change? No
but why?

velocity is a vector but speed is a scalar. the magnitude of velocity(instantaneous) is called as speed. for the velocity to change it may have change in its magnitude(speed) or in its direction or in both. For the bodies moving with constant speed along the curved path , the direction of their velocity vector(tangent to the path) changes at every point on its way. so, velocity is changing even though the speed is constant. 2) If velocity is constant, which means both its magnitude (speed) and direction are constant (not changing with time). so speed can't be changed.
