I cannot guarantee you that I am 100% right, but this is how I would write it... If you use the electronic source (the link), then your author is The Cato Institute. Then you need to write: Corporate Welfare. <i>Cato Handbook for Congress: Policy Recommendations for the 108th Congress (2003) (pp. 337-343).<i> Retrieved from http://www.cato.org/pubs/handbook/hb108/hb108-33.pdf

In APA, it has to be like this: Author, A. (year). Title of chapter or entry. Title of book (in italics) (pp. xxx-xxx). Retrieved from: [website]
