Not exactly sure what you're referring to. If you mean an arrow at the very right of a toolbar (or even a single icon), it means there are more options available (which you can see by clicking on said arrow). If the toolbar is full, you can see the rest of the options by clicking on the arrow. If an icon has more options, you can see them by clicking on the arrow. I would go for D)
